Can a stock go back up to zero?
The answer is no. While a stock's value can fall to zero, it cannot go negative. You will never owe money on a stock that drops to zero, though, sadly, you can lose more money than you initially invested.
Can a stock ever rebound after it has gone to zero? Yes, but unlikely. A more typical example is the corporate shell gets zeroed and a new company is vended [sold] into the shell (the legal entity that remains after the bankruptcy) and the company begins trading again.
Once a stock falls below a certain threshold, stock exchanges will delist those shares. They may continue to trade over-the-counter (OTC), and even bankrupt companies may see their shares trade for above zero for some time as speculators make wild bets on a miracle recovery.

The buyer could be another investor or a market maker. Market makers can take the opposite side of a trade to provide liquidity for stocks that are listed on major exchanges.
If you still hold shares after they are delisted, you can sell them—just not on the exchange on which they traded before. Stock exchanges are very advantageous for buying and selling shares. When they delist and trade over the counter (OTC), selling shares and getting a reasonable price for them becomes much harder.
A delisted stock may continue to trade over-the-counter. Because over-the-counter markets lack the liquidity offered by the major exchanges, traders are likely to face higher transaction costs and wider bid-ask spreads. Those negatives aside, the very fact of the delisting often serves to undermine investor confidence.
