Students could be facing higher tuition increases just as changes in eligibility for state scholarship programs cut back the number who can take advantage of thousands of scholarship dollars. "You're going to have to soon make some decisions on scholarships," Broadway said.

Beebe acknowledged some students may be hurt by the combined changes. Alan Sugg, system president, said Fayetteville campus administrators also proposed fee increases. Chancellors from ArkansasMonticello, Arkansas-Pine Bluff. Arkansas-Little Rock, the university's Medical Sciences campus at Little Rock, Phillips Community College of the UA. UA Community College at Hope, and UA Community College at Batesville also more money.

They proposed tightening operations of the schools by shutting down little-used programs, encouraging early retirement for instructors and getting a handle on rising utility costs. Natural gas prices this winter pushed each of the eight schools over-budget for utilities, and officials say the cost of employee benefits like health insurance is rising. UAM Chancellor Fred Taylor is requesting a 5 percent tuition increase for his school. At UALR, Chancellor Charles Hathaway proposed a tuition increase of 4.5 percent. UAPB asked for a 3.8 percent increase, and UAMS sought a 5 percent increase.

Phillips Community College and the UA's two-year school at Hope each requested a $3 per credit hour tuition increase. The Batesville community college campus asked for a 7 percent tuition increase. dents is expected to rise, too. The Mississippi universities have $65 million less in state funds to spend because of lagging tax collections. "With the big (budget) hits we've had, it will justify some tuition increases," Crawford said.

College officials say the increase is needed to maintain quality teaching, academic programs and other services. They have said there will be no pay raises for faculty and staff for the second year in a row. Some of Mississippi's twoyear colleges have already approved similar cost increases.
